A USIM card is an enhanced version of the SIM card and is supported by UMTS mobile phones. 14 2. To release the SIM card holder, lift the holder up using the handle. 3. Insert the SIM card into the card holder. Ensure that the bevelled corner on the card is facing toward the slot, and that the contact area on the card is facing down. 4. Close the holder, and lock it into place. 5. Insert the battery. Switch the device on 1. Press and hold the power key. 2. If the device asks for a PIN code or lock code, enter it, and press the left selection key. The factory setting for the lock code is 12345. 6. To replace the cover, direct the bottom locking catches toward their slots, and press until the cover locks into place. Your device may have internal and external antennas. As with any radio transmitting device, avoid touching the antenna area unnecessarily while the antenna is transmitting or receiving. Contact with such an antenna affects the communication quality and may cause the device to operate at a higher power level than otherwise needed and may reduce the battery life. Get started 15 1. With the back of the device facing you, press and hold the release button, and lift up the cover. Get started 3. When the battery is fully charged, the charging indicator stops scrolling. Disconnect the charger from the device, then from the wall outlet. Tip: Disconnect the charger from the wall outlet when the charger is not in use. A charger that is connected to the outlet consumes power even when it is not connected to the device. 1 — Cellular antenna Memory card 2 — Antenna for Bluetooth technology, wireless LAN, and DVB-H; GPS receiver Note that the Bluetooth, WLAN, GPS, and DVB-H antennas are located in the back cover of your device. If you change the back cover, check that the new cover includes these antennas, otherwise these connections stop working. Use only compatible microSD cards approved by Nokia for use with this device. Nokia uses approved industry standards for memory cards, but some brands may not be fully compatible with this device. Incompatible cards may damage the card and the device and corrupt data stored on the card. Charge the battery Insert the memory card 1. Connect a compatible charger to a wall outlet. Keep all memory cards out of the reach of small children. 16 2. Connect the power cord to the device. If the battery is completely discharged, it may take a while before the charging indicator starts scrolling. A memory card may be already inserted in the device. If not, do the following: 1. Place your finger in the recess beside the door of the memory card slot, and lift the door. Pull the door to the left to reveal the hinge, and swing the door to the side. 2. Insert a compatible memory card in the slot. Make sure that the contact area on the card is facing up and towards the slot. 3. Push the card in. You can hear a click when the card locks into place. 2. When Removing memory card will close all open applications. Remove anyway? is displayed, select Yes. 3. When Remove memory card and press 'OK' is displayed, open the door of the memory card slot. 4. Press the memory card to release it from the slot. 5. Pull out the memory card. If the device is switched on, select OK. 4. Push the hinge back in, and close the door. Ensure that the door is properly closed. Eject the memory card Important: Do not remove the memory card in the middle of an operation when the card is being accessed. Removing the card in the middle of an operation may damage the memory card as well as the device, and data stored on the card may be corrupted. Get started 17 1. Before you eject the card, press the power key, and select Remove memory card. All applications are closed. Find help 19 Find help Software updates Nokia may produce software updates that may offer new features, enhanced functions, or improved performance. You may be able to request these updates through the Nokia Software Updater PC application. Software updates may not be available for all products or their variants. All operators may not endorse the latest software versions available. To update the device software, you need the Nokia Software Updater application and a compatible PC with the Microsoft Windows XP or Vista operating system, broadband internet access, and a compatible data cable to connect your device to the PC. Warning: If you install a software update, you cannot use the device, even to make emergency calls, until the installation is completed and the device is restarted. Be sure to back up data before accepting installation of an update. To get more information and to download the Nokia Software Updater application, visit www.nokiausa.com/softwareupdate in the United States or www.nokia-latinoamerica.com/nsu in Latin America. Tip: To check the software version in your device, enter *#0000# in the standby mode. Settings Your device normally has MMS, GPRS, streaming, and mobile internet settings automatically configured in the device, based upon your network service provider information. You may have settings from your service providers already installed in your device, or you may receive or request the settings from the network service providers as a special message. You can change the general settings in your device, such as language, standby mode, display, and keypad lock settings. See "General settings", p. 156. Access codes If you forget any of the access codes, contact your service provider. 20 If software updates over the air are supported by your network, you may also be able to request updates through the device. ● Personal identification number (PIN) code — This code protects your SIM card against unauthorised use. The PIN code (4 to 8 digits) is usually supplied with the SIM card. After three consecutive incorrect PIN code entries, the code is blocked, and you need the PUK code to unblock it. ● UPIN code — This code may be supplied with the USIM card. The USIM card is an enhanced version of ● ● ● ● the SIM card and is supported by UMTS mobile phones. PIN2 code — This code (4 to 8 digits) is supplied with some SIM cards, and is required to access some functions in your device. Lock code (also known as security code) — The lock code helps you to protect your device against unauthorised use. You can create and change the code, and set the device to request the code. Keep the new code secret and in a safe place separate from your device. If you forget the code and your device is locked, your device will require service and additional charges may apply. For more information, contact a Nokia Care point or your device dealer. Personal unblocking key (PUK) code and PUK2 code — These codes (8 digits) are required to change a blocked PIN code or PIN2 code, respectively. If the codes are not supplied with the SIM card, contact the operator whose SIM card is in your device. UPUK code — This code (8 digits) is required to change a blocked UPIN code. If the code is not supplied with the USIM card, contact the operator whose USIM card is in your device. Many features in your device increase the demand on battery power and reduce the battery life time. To save battery power, note the following: ● Features that use Bluetooth technology, or allowing such features to run in the background while using other features, increase the demand on battery power. Turn Bluetooth technology off when you do not need it. ● Features that use wireless LAN (WLAN), or allowing such features to run in the background while using other features, increase the demand on battery power. WLAN on your Nokia device switches off when you are not trying to connect, not connected to an access point, or not scanning for available networks. To further reduce battery consumption, you can specify that your device does not scan, or scans less often, for available networks in the background.See "Wireless LAN", p. 109. When Scan for networks is set to Never, the WLAN availability icon is not shown in the standby mode. However, you can still manually scan for available WLAN networks and connect to WLAN networks as usual. ● If you have set Packet data connection to When available in connection settings, and there is no packet data coverage (GPRS), the device periodically tries to establish a packet data connection. To Find help 21 Prolong battery life Find help ● If the signal strength of the cellular network varies much in your area, your device must scan for the available network repeatedly. This increases the demand on battery power. ● The Maps application downloads new map information when you scroll to new areas on the map, which increases the demand on battery power. You can prevent the automatic download of new maps. See "Maps", p. 92. prolong the operating time of your device, select Packet data connection > When needed. ● To turn on the power save mode, press the power key, and select Activate power saving. To turn off the power save mode, press the power key, and select Deactivate power saving. You may not be able to change the settings of certain applications when the power save mode is turned on. Pressing C does not close Music player. To close Music player, select it from the list and Options > Exit. Free memory ● The backlight of the display increases the demand on battery power. In the display settings, you can change the time-out after which the backlight is switched off, and adjust the brightness of the display. Press , and select Tools > Settings > General > Personalisation > Display and Light time-out or Brightness. ● Leaving applications running in the background increases the demand on battery power. To close the applications you do not use, press and hold , scroll to an application in the list, and press C. If the network mode is set to dual mode in the network settings, the device searches for the UMTS network. To only use the GSM network, press , and select Tools > Settings > Phone > Network > Network mode > GSM. Many features of the device use memory to store data. The device notifies you if the device memory, mass memory, or the memory card memory (if available) is low. To view how much memory different data types consume, press , and select Tools > File mgr., the desired memory, and Options > Details > Memory. To free device memory or mass memory, transfer data to a compatible memory card (if available) or to a compatible PC. To remove data you no longer need, use File manager or go to the respective application. You can remove the following: ● Messages in the folders in Messaging and retrieved e-mail messages from the mailbox ● Saved web pages 22 ● Calendar notes ● Applications shown in Application manager that you do not need ● Installation files (.sis or .sisx) of applications you have installed to your device or to a memory card (if available). Transfer the installation files to a compatible PC. ● Images and video clips in Photos. Back up the files to a compatible PC using Nokia Nseries PC Suite. Find help 23 ● Contact information Your device Your device Model number: N96-3. Hereinafter referred to as Nokia N96. 2 — Antenna for Bluetooth technology, wireless LAN, and DVB-H; GPS receiver Antenna locations Your device may have internal and external antennas. Welcome When you switch on your device for the first time, the Welcome application is displayed. Select from the following: ● Sett. wizard — to configure various settings, such as e-mail. For more information on the Settings wizard application, see the guides available at the Nokia product support pages or your local Nokia website. ● Switch — to transfer content, such as contacts and calendar entries, from a compatible Nokia device. See "Transfer content", p. 25. 24 1 — Cellular antenna There may also be a demonstration about your device available in the Welcome application. Nokia Switch Transfer content You can use the Switch application to copy content such as phone numbers, addresses, calendar items, and images from your previous Nokia device to your Nokia N96 using Bluetooth connectivity. 3. If you select Bluetooth, connect the two devices. To have your device search for devices with Bluetooth connectivity, select Continue. Select the device from which you want to transfer content. You are asked to enter a code on your Nokia N96. Enter a code (1-16 digits), and select OK. Enter the same code on the other device, and select OK. The devices are now paired. See "Pair devices", p. 113. The type of content that can be transferred depends on the model of the device from which you want to transfer content. If that device supports synchronisation, you can also synchronise data between the devices. Your Nokia N96 notifies you if the other device is not compatible. If the other device cannot be switched on without a SIM card, you can insert your SIM card in it. When your Nokia N96 is switched on without a SIM card, the offline profile is automatically activated, and transfer can be done. 4. From your Nokia N96, select the content you want to transfer from the other device. Some earlier Nokia devices may not have the Switch application. In this case, the Switch application is sent to the other device as a message. To install the Switch application on the other device, open the message, and follow the instructions on the display. Transfer content for the first time Content is transferred from the memory of the other device to the corresponding location in your Nokia N96. The transfer time depends on the amount of data to be transferred. When the transfer has started, you can cancel it and continue later. 1. To retrieve data from the other device for the first time, on your Nokia N96, select Switch in the Welcome application, or press , and select Tools > Utilities > Switch. Your device 25 To access the Welcome application later, press , and select Tools > Utilities > Welcome. You can also access the individual applications from their menu locations. 2. Select the connection type you want to use to transfer the data. Both devices must support the selected connection type. Your device Synchronise, retrieve, or send content After the first transfer, select from the following to start a new transfer, depending on the model of the other device: to synchronise content between your Nokia N96 and the other device, if the other device supports synchronisation. The synchronisation is two-way. If an item is deleted in one device, it is deleted in both. You cannot restore deleted items with synchronisation. to retrieve content from the other device to your Nokia N96. With retrieval, content is transferred from the other device to your Nokia N96. You may be asked to keep or delete the original content in the other device, depending on the device model. To edit the shortcut, scroll to it, and select Options > Shortcut settings. You can, for example, create or change the name of the shortcut. If an item to be transferred has been edited in both devices, the device attempts to merge the changes automatically. If this is not possible, there is a transfer conflict. Select Check one by one, Priority to this phone, or Priority to other phone to solve the conflict. For further instructions, select Options > Help. Handle transfer conflicts A transfer log is shown after every transfer. To view the log of the last transfer, scroll to a shortcut in the main view, and select Options > View log. If Switch cannot send an item, depending on the type of the other device, you can add the item to the Nokia folder to C:\\Nokia or E:\\Nokia in your Nokia N96. When you select the folder to transfer, the items are synchronised in the corresponding folder in the other device, and vice versa. to send content from your Nokia N96 to your other device Display indicators The device is being used in a UMTS network (network service). The device is being used in a GSM network (network service). Use shortcuts to repeat a transfer You have one or more unread messages in the Inbox folder in Messaging. You have received new e-mail in the remote mailbox. 26 After a data transfer, you can save a shortcut with the transfer settings to the main view to repeat the same transfer later. There are messages waiting to be sent in the Outbox folder. The ringing type is set to silent, and the message alert tone and e-mail alert tone are set to off. A timed profile is active. The device keypad is locked. The second phone line is being used (network service). A clock alarm is active. All calls to the device are diverted to another number (network service). If you have two phone lines, a number indicates the active line. A compatible headset is connected to the device. A compatible microSD card is in the device. High-speed downlink packet access (HSDPA) is supported and active (network service). indicates the connection is on hold and that a connection is available. See "Fast downloading", p. 36. You have set the device to scan for wireless LANs, and a wireless LAN is available (network service). See "About WLAN", p. 109. A UMTS packet data connection is active (network service). indicates the connection is on hold and that a connection is available. A wireless LAN connection is active in a network that has encryption. A wireless LAN connection is active in a network that does not have encryption. A compatible text phone is connected to the device. A GPRS packet data connection is active (network service). indicates the connection is on hold and that a connection is available. A data call is active (network service). A compatible TV out cable is connected to the device. Bluetooth connectivity is on. See "Bluetooth connectivity", p. 112. Data is being transmitted using Bluetooth connectivity. When the indicator is blinking, your device is trying to connect with another device. Synchronisation is in progress. A USB connection is active. A packet data connection is active in a part of the network that supports EGPRS (network service). indicates the connection is on hold and that a connection is available. The icons indicate that EGPRS Your device 27 You have missed calls. is available in the network, but your device is not necessarily using EGPRS in the data transfer. Your device Shortcuts To switch between open applications, press and hold . Leaving applications running in the background increases the demand on battery power and reduces the battery life. To open the multimedia menu to view your multimedia content, press the multimedia key. When in the menus, instead of using the scroll key, you can use the number keys, #, and * to quickly access the applications. For example, in the main menu, press 2 to open Messaging, or # to open the application or folder in the corresponding location in the menu. To open the last dialled numbers list, in the standby mode, press the call key. To use voice commands, in the standby mode, press and hold the right selection key. Lock the keypad To lock and unlock the keys in your device, use the lock switch at the top of the device, next to the power key. You can also unlock the keys by opening the 2-way slide. You can set the keypad to lock automatically after a time-out. See "Security settings", p. 158. To start a web connection (network service), in the standby mode, press and hold 0. In most applications, to switch the orientation of the display from portrait to landscape, press and hold the left selection key. To illuminate the keypad in low light conditions, briefly press the power key. Multimedia menu In many applications, to view the most common option items ( ), press the scroll key. To change the profile, press the power key, and select a profile. With the multimedia menu, you can access your most frequently used multimedia content. The selected content is shown in the appropriate application. To switch between the General and Silent profiles, in the standby mode, press and hold #. 28 To call your voice mailbox (network service), in the standby mode, press and hold 1. 1. To open or close the multimedia menu, press the multimedia key. 2. To browse the tiles, scroll left or right. To change the order of the tiles, select Options > Arrange tiles. To return to the multimedia menu from an open application, press the multimedia key. ● TV & video — View your last watched TV channel or video clip, view Live TV or video clips stored on your device, or access video services. ● Music — Enter Music player and the Now playing view, browse your songs and playlists, or download and manage podcasts. ● Images — View your most recently taken picture, start a slide show of your images, or view media files in albums. ● Maps — View your favourite locations in the Maps application. ● Internet — View your favourite web links in the browser. ● Contacts — Add your own contacts, send messages, or make voice calls. To add a new contact to an empty position on the list, press the scroll key, and select a contact. To send a message, in the multimedia menu, select a contact, and Options > Send text message or Send multimedia msg.. The tiles are the following: Mobile search Press Web search (network service) 2. Select a search engine. Use Mobile Search to access internet search engines and to find and connect to local services, websites, images, and mobile content. You can also search content in your device, such as calendar entries, e-mail, and other messages. , and select Search. 1. In the Search main view, select Search the Internet. 3. Enter your text to search. 4. Press the scroll key to start the search. My content search To search content in your device, in the main view, enter your text to the search field. The search results are displayed on the screen as you write. Your device 29 3. To scroll up or down in a tile, press the scroll key up or down. To select items, press the scroll key. Your device N-Gage About N-Gage Your service provider will charge for data transfer. For more information about data transfer plans, contact your mobile service provider. N-Gage is a mobile gaming platform available for a range of compatible Nokia mobile devices. You can access N-Gage games, players, and content through the N-Gage application on your device. You can also download games and access some features on your computer at www.n-gage.com. N-Gage views The N-Gage application consists of five different parts. Home opens when you start the N-Gage application. You can start playing or resume the game you played last, check your current N-Gage points, find more games, read your messages, or connect with an N-Gage friend who is available to play. With N-Gage, you can download and buy games, and play them by yourself or with friends. You can download game trials to try out new games, and buy the ones you like. N-Gage also provides a way to keep in touch with other players, and to track and share your scores and other gaming achievements. To use N-Gage, you need a GPRS or 3G connection. You can also use WLAN if available. You also need the connection to access online features such as downloading games, game licenses, multiplayer gaming, or chat. You also need the connection to participate in online or multiplayer games, or to send messages to other players. All N-Gage services, where connection to N-Gage servers is required, such as game file downloading, game purchase, online games, multiplayer gaming, creating a player name, chat, and messaging, involve transmission of large amounts of data. In My profile, you can manage your profile information and details, and keep a record of your NGage gaming history. In My games, you can play and manage games you have downloaded to your device. You can install and delete games, rate and review games you have played, and recommend them to your N-Gage friends. 30 In Showroom, you can find information about NGage games, including screenshots and player reviews. You can also try out new games by downloading game trials, or enhance your gaming experience with game extras for games already on your device. In My friends, you can invite other N-Gage players to your friends list, and see if they are online and available to play. You can also send messages to your N-Gage friends. Create a player name When you start the N-Gage application and connect to the N-Gage service for the first time, you are prompted to create an N-Gage player name. You can connect to the network, for example, by setting your availability by selecting Options > Set Availability > Available to Play. If you already have an N-Gage player name, select I have an account, and enter your user name and password to log in. To create a new player name: 1. Select Register New Account. You can download, purchase, and play games without a player name, but creating one is recommended. A player name enables you to participate in the N-Gage community, connect with other players, and share your gaming achievements, recommendations, and reviews. You also need a player name to transfer your profile details and N-Gage points to another device. When you have created a player name, edit your settings and personal information in the private tab in My profile. Data transfer charges may apply for player name creation on your device. Start a game To resume a paused game, select Options > Resume Game. To start playing the game you last played, go to Home, and select Start Game. Track your progress Play with friends To view your current N-Gage points, go to Home, and select Track My Progress. To connect with N-Gage players on your friends list and to invite them to a game, select Play With Friends. NGage suggests a friend to play with based on your previous gaming history and the availability of your NGage friends. To find a different friend to play with, select Options > View My Friends. This item is not displayed if your friends list is empty. See "Connect with other players", p. 33. 2. Enter your date of birth, desired player name, and password. If the player name is already in use, NGage suggests a list of available similar names. 3. To register your player name, enter your details, read and accept the terms and conditions, and select Register. Your device 31 Get started You can also create your player name on the N-Gage website at www.n-gage.com. Your device Play and manage games To play and manage the games downloaded and installed on your device, select My Games. The games are sorted by the last-played date with the most recent first. There are five possible types of games in My games: ● Full games — These are games you have purchased with a full licence. There may be several licence types available, depending on the game and your region. ● Trial games — These are full game files to which you have access only for a limited time or which have limited content. When the trial expires, you must purchase a licence to unlock the full game and continue. These games are marked with a trail banner. ● Demo games — These are smaller sections of the game with only a very limited set of features and levels. These games are marked with a demo banner. ● Full expired — These are games that you have purchased with a limited licence, which is now expired. These games are marked with a clock and an arrow. ● Not available — These are full games which you have removed, or which you have downloaded but the installation was not completed. These games are shown as unavailable in the games list. Also, games installed on the memory card are shown as If a game extra has been downloaded but not fully installed, the respective game graphic is also unavailable and the game cannot be played until the game extra has been installed. unavailable when the memory card has been removed. ● Icon — Add an image to represent you. When you change the icon, N-Gage shows a list of all the images in your device Gallery that can be used as the icon. Select the image you want from the list, or use the search to find it. ● Motto — Add a short personal message. To edit the text, select Change. ● Favorite Game(s) — Enter the names of your favourite games. ● Device Model — The model number of your device. This is defined automatically and cannot be edited. ● Show Location — Select whether to display your city and country in your public profile. You can change your location in the private tab. To edit your public profile details, select Options > Edit Profile, open the public tab, and select from the following: Edit profile details 32 After you update your profile, log in to the service with your player name to ensure that the changes you made Connect with other players Sort the friends list Rate a player To connect with other N-Gage players and to manage your Friends list, go to My friends. You can search for a particular N-Gage player, invite them to your Friends list, and then see which of your friends are online and available to play. You can also send and receive private messages and game recommendations. To sort your friends by availability, player name, or NGage points, select Options > Sort Friends By. To rate a player, scroll to the player on your friends list, and select Options > Rate Player. You can give a player a rating from one to five stars. The rating you give affects the player’s reputation in the community. Find and add friends To invite an N-Gage player to your friends list, enter the player's player name to the Add a Friend field in the friends list. Add a message to the invitation, if needed. To send the invitation, select Send. If the player accepts the invitation, the player appears on your friends list. If you do not have any N-Gage friends and want to meet other players, go to N-Gage Arena at www.ngage.com, and visit the chatrooms and forums. Send messages View friend information To view new messages received from an N-Gage friend, scroll to the friend on your friends list, and select Options > View Message. Read messages are deleted automatically when you exit N-Gage. To view game recommendations, select Options > View Recommendation. Game recommendations are deleted automatically a week after you receive them. In My friends, you can send private messages to players in your friends list. If your friend is currently logged in to the N-Gage service, the friend can respond to your message, and you can chat one-on-one. To view information about a friend, such as the friend's current N-Gage points or the most recently played games, scroll to the player on your friends list. You must be online and connected to the N-Gage service to see the current online status of your friends. The indicator next to the player name shows the friend’s availability. To send a message to an N-Gage friend, scroll to the friend on your friends list, and select Options > Send Message. The maximum size of a private message is 115 characters. To send the message, select Submit. Your device 33 to your profile are synchronised with the N-Gage server. You can send private messages to your N-Gage friends even if you are unavailable or offline. Your device You need a GPRS, 3G, or wireless LAN connection to be able to use the messaging feature. Data transfer charges may apply. For more information, contact your mobile service provider. Headset N-Gage settings You can connect a compatible headset or compatible headphones to your device. You may need to select the cable mode. Warning: When you use the headset, your ability to hear outside sounds may be affected. Do not use the headset where it can endanger your safety. When you activate the offline profile, the connection to the wireless network is turned off, as indicated by in the signal strength indicator area. When the offline profile is active, you can use your device without a SIM card. To activate the offline profile, press the power key briefly, and select Offline. Offline profile Important: In the offline profile you cannot make or receive any calls, or use other features that require cellular network coverage. Calls may still be possible to the official emergency number programmed into your device. To make calls, you must first activate the phone function by changing profiles. Fast downloading 36 For availability and subscription to data connection services, contact your service provider. You can activate or deactivate support for HSDPA in the device settings. See "Packet data settings", p. 166. High-speed downlink packet access (HSDPA, also called 3.5G, indicated by ) is a network service in UMTS networks and provides high-speed data downloads. When HSDPA support in the device is activated and the device is connected to a UMTS network that supports HSDPA, downloading data such as messages, e-mail, and browser pages through the cellular network may be faster. Personalise your device You can personalise your device by changing the standby mode, main menu, tones, themes, or font size. Most of the personalisation options, such as changing the font size, can be accessed through the device settings. See "Personalisation settings", p. 156. To change the layout of the main menu, select Menu view. To open a browser connection and download more themes, in General, select Download themes (network service). Use only services that you trust and that offer adequate security and protection against harmful software. Change the look of your device Use Themes to change the look of the display, such as the wallpaper and icons. To change the theme that is used for all the applications in your device, select General. Este Manual será una fuente de consulta para los empleados de las diferentes áreas del CECUT, en el ejercicio normal de sus funciones. El presente manual está dividido en cuatro apartados. En el primero se señalan los motivos que dieron origen al presente documento y los objetivos planteados; en el segundo apartado se describen los aspectos o características generales del CECUT, tales como antecedentes históricos que le dieron 3 Septiembre 2013 origen, su desarrollo, marco jurídico, objeto social, misión, visión, valores, y objetivos; en el tercer apartado se define la estructura orgánica, organigramas y en el cuarto apartado se señalan las funciones por Subdirección, así como se plasman las descripciones de puesto por Unidad Administrativa. Este Manual de Organización será revisado y actualizado por lo menos cada seis meses. 4 Septiembre 2013 OBJETIVOS DEL MANUAL Los objetivos del presente Manual son lo siguientes: 1.- Precisar las funciones encomendadas a cada Unidad Administrativa para definir con claridad responsabilidades, evitar duplicidad de funciones y detallar omisiones en un primer nivel organizacional. 2.- Servir como punto de partida y base sólida para la elaboración de documentos y manuales más específicos. 3.- Coadyuvar a la ejecución correcta de las labores propiciar la uniformidad en el trabajo. 4.- Facilitar el reclutamiento y selección de personal. 5.- Redefinir funciones y estructuras en los casos en que sea necesario. 6.- Homologar conceptos, criterios y apreciaciones al interior del CECUT respecto a su funcionamiento, misión, visión y objetivos. 7.- Ser un instrumento de apoyo administrativo útil y conciso de consulta para el personal del Centro así como para cualquier persona que lo solicite. encomendadas al personal y 5 Septiembre 2013 ASPECTOS GENERALES DEL CECUT I.- ANTECEDENTES HISTÓRICOS El Centro Cultural Tijuana (CECUT) fue inaugurado en octubre de 1982 como parte del Fondo Nacional para Actividades Sociales (FONAPAS), con la finalidad de fortalecer la identidad nacional en la frontera norte de México y fomentar el turismo cultural procedente de Estados Unidos no sólo en la ciudad de Tijuana, sino en todo el país, al promover la historia mexicana y las tradiciones de diversos estados de la República. En enero de 1983 pasó a depender de la Secretaría de Turismo, debido a que las funciones del FONAPAS se reasignaron a diversas entidades del sector público. Como respuesta a una demanda de la comunidad artística e intelectual tijuanense en el sentido de reorientar sus funciones, se incorporó en marzo de ese mismo año a la Secretaría de Educación Pública y a partir de entonces sus políticas culturales las determinó la Subsecretaría de Cultura. Durante tres años fue sede del Programa Cultural de las Fronteras. En 1986 el Centro Cultural Tijuana logró su autonomía como Unidad Responsable, obteniendo aprobación para ejercer su propio presupuesto, establecer su plantilla y tabuladores, elaborar su programa de trabajo e integrar su Consejo de Administración. El CECUT nació y se desarrolló en una de las décadas más significativas para la historia de la ciudad, en términos de fortalecimiento de la educación y la cultura. En los ochenta surgieron algunas de las instituciones educativas más importantes en el estado, varias revistas literarias, suplementos y secciones culturales de la prensa regional, así como dos radiodifusoras culturales. El Centro Cultural Tijuana generó una actividad tal, que irradió dinamismo a las demás instituciones públicas y privadas encargadas del quehacer cultural. Hasta 1988, el CECUT operaba con cuatro programas sustantivos fundamentales, siendo éstos: el Cine Planetario, la Sala de Espectáculos, el Museo, Salas de Exposiciones y Promoción Social. Sin embargo, en diciembre de ese año, a raíz de la creación del Consejo Nacional para la Cultura y las Artes (CONACULTA), el CECUT quedó bajo su 6 Septiembre 2013 coordinación, con lo cual se empezaron a diversificar sus acciones, orientándose hacia una política cultural integral. A partir de 1992 albergó a la Orquesta de Baja California y desde 1994 ha sido sede también del Centro de Artes Escénicas del Noroeste y del Centro Hispanoamericano de Guitarra. Para 1994 se incorporó la Sala de Ciencia) y Extramuros. En el transcurso de sus años de operación, el CECUT ha tenido diferentes etapas de desarrollo, con transformaciones que se derivan de la consolidación de la oferta cultural del Centro y de la dinámica registrada durante dicho lapso, por la actividad creadora de la comunidad artística e intelectual de la región. En 1995 el CECUT, además de sus programas sustanciales de difusión 1 cultural, inició programas de promoción 2 e investigación del arte y la cultura. En consecuencia, la difusión de las artes y la cultura, así como las acciones para el fomento, estímulo y promoción a la actividad de artistas y creadores pasaron a ser un rasgo distintivo. Construido en un predio de 35,445 metros cuadrados y diseñado por el arquitecto Pedro Ramírez Vázquez, el CECUT se incorporó de manera casi instantánea al paisaje de la ciudad y simultáneamente como un escenario y un ícono de la ciudad, tanto por su ubicación en el corazón de la zona más moderna de Tijuana, como por la forma esférica de uno de sus edificios: el Cine Planetario, que tiene un aforo de 300 personas y cuenta con un sistema de proyección IMAX, un proyector de estrellas y Sala de Ciencia. El CECUT tiene como socios regulares a instituciones no lucrativas cuyo objetivo es la promoción y difusión de las ciencias y de las artes. El CECUT también cuenta desde 1985 con una Sala de Espectáculos que tiene capacidad para recibir 1,040 personas, la de mayor aforo en Tijuana; el área de Museo, que ha ido transformándose hasta contar actualmente con tres salas para exposiciones temporales, 1 Sala de Video a los programas sustantivos del Centro y en 1996 se adicionaron también la Sala de Lectura, la Sala de Astronomía (hoy Implica las actividades que permiten que el producto de la creación artística tenga destino público y repercusión social. 2 Comprende las acciones de fomento y estímulo a la creación en las distintas disciplinas. 7 Septiembre 2013 un amplio vestíbulo que las une, una rampa helicoidal de 2,200 metros cuadrados que en un principio albergó al Museo de Identidades Mexicanas y donde funciona a partir del 2000 el único museo cultural de la ciudad, el Museo de las Californias; cuenta además con una Sala de Video con aforo de 80 personas; una Sala de Lectura con capacidad para recibir a 70 niños y 30 adultos. En su exterior, el CECUT cuenta con una explanada frontal donde pueden reunirse hasta 5,000 personas, un jardín temático que cuenta con reproducciones de piezas prehispánicas (Jardín Temático Caracol), un área verde de 4,860 metros cuadrados y estacionamiento para 300 vehículos. Para que el CECUT se consolidara como una importante institución impulsora de la cultura en el noroeste, la participación de la comunidad artística local fue decisiva. Los artistas bajacalifornianos reclamaron el uso del espacio para la presentación de su propio trabajo, así como la consecución de apoyos para difundir su obra a nivel regional y nacional; lograron abrir las puertas de la institución para que albergara sus propuestas e incidieron para que artistas de otros estados de la región fueran considerados en la programación. El CECUT se convirtió entonces en un centro promotor tanto de presentaciones artísticas, como de libros, conferencias y exposiciones plásticas de artistas locales y regionales no sólo en su espacio, sino en distintos estados del norte del país y en la ciudad de México. Estas tareas han representado en los últimos años una prioridad en los programas sustantivos de la institución. En el 2001, con el fin de rescatar una de las vocaciones fundamentales del Centro Cultural Tijuana, se crea la Coordinación General de Proyectos Binacionales con el apoyo del CONACULTA, cuyas funciones serían fortalecer y gestionar programas y proyectos binacionales en coordinación entre las instancias del sur de California, el Centro y CONACULTA. Secretario de Programación y Presupuesto al Director General de Nacional Financiera, S.A. en el cual se ordena que sea el Gobierno Federal por conducto de la Secretaría de Educación Pública, en lugar de la de Turismo la que determine a quien se transferirán las acciones que integran el Capital Social de esta empresa. 11 Septiembre 2013 Reglamento Interior de la Compañía Operadora del Centro Cultural y Turístico de Tijuana, S.A. de C.V. 12 Septiembre 2013 III.- OBJETO DEL CECUT Artículo Segundo de los Estatutos señalados en el Acta Constitutiva Artículo Segundo.- La Sociedad tendrá el siguiente objeto: I. “Diseñar, planear y ejecutar programas y acciones de beneficio social y cultural, destinados a poner al alcance de los ciudadanos los bienes y servicios culturales propios de su naturaleza y a contribuir con ellos a mejorar la calidad de vida de los mexicanos dentro del estado de Baja California y el Noroeste”. II. “Diseñar, planear y ejecutar programas y acciones tendientes a la promoción del arte y la cultura entre los educandos del Sistema Nacional de Educación, procurando en todo momento generar en ellos el apego a los valores culturales como parte de su formación integral; así como promover y difundir los bienes y servicios culturales entre los estudiantes, maestros e investigadores de las instituciones de educación superior en la región”. III. “Preservar y difundir dentro y fuera del país, el patrimonio cultural y la obra de artistas, creadores e intelectuales de la región en coordinación y participación con todos los sectores de la sociedad y de los tres niveles de gobierno”. IV. “Organizar e implementar talleres, cursos, seminarios, conferencias, foros de análisis y en general todas aquellas actividades e intelectuales y culturales orientadas a ampliar las opciones de disfrute y aprecio de las manifestaciones artísticas y culturales, fomentando a la vez la participación de la comunidad de Baja Californiana, del sur de California y de Estados Unidos”. V. “Fortalecer los elementos de identidad con los connacionales que emigrarán al estado de Baja California, de Estados Unidos, o que transitan en la frontera mexicana con dicho país en el Noroeste, en el marco del Programa Nacional de Desarrollo y de los Programas Sectoriales respectivos”. VI. “Contribuir de manera permanente al impulso y fortalecimiento de la Orquesta de Baja California (OBC), del Centro Hispanoamericano de Guitarra (CHG), del Centro de Artes Escénicas del Noroeste (CAEN), así como generar 13 Septiembre 2013 oportunidades para que otras entidades públicas, privadas o sociales ofrezcan bienes y servicios culturales”. VII. “Diseñar, elaborar y en su caso, editar e imprimir todo tipo de publicaciones artísticas y culturales a fines a su naturaleza, tales como libros, folletos, revistas, VIII. periódicos o cualquier otro tipo de documentos escritos, audiovisuales o multimedia”. “Estrechar la vinculación académico-cultural con personas físicas o morales del sector público, privado y social, con instituciones y Universidades del país y del extranjero, que desarrollen acciones afines mediante la firma de contratos y convenios específicos, a efecto de racionalizar recursos y ampliar las acciones culturales”. IX. “Adquirir, enajenar, arrendar bienes muebles e inmuebles y en general realizar cualquier tipo de actos de dominio que beneficien a la sociedad y que estén orientados a la generación de recursos propios para cumplir con su objeto social”. X. XI. “Recibir donativos de personas físicas o morales y destinarlos al cumplimiento de su objeto social”. “Fortalecer los programas de colaboración y apoyo que tienen por objeto brindar un servicio público a la clase educativa y trabajadora por medio de los diversos convenios con que cuenta este Centro Cultural”. 14 Septiembre 2013 IV.- MISIÓN, VISIÓN Y VALORES MISIÓN El Centro Cultural Tijuana tiene como misión difundir, promover y preservar los bienes y servicios culturales, para fomentar el desarrollo humano y mejorar la calidad de vida de la comunidad de Baja California y de la población de origen mexicano en el sur de California. VISIÓN El CECUT, como entidad de vanguardia, promoverá el desarrollo humano sustentable, propiciando la igualdad de oportunidades. Será modelo de gestión del desarrollo cultural, la cooperación y la coordinación de proyectos de producción artística, regionales, nacionales y binacionales. VALORES El código de ética de los servidores públicos de la APF tiene como base 12 valores esenciales que a su vez lo definen: 1. Bien Común Todas las decisiones y acciones del servidor público deben estar dirigidas a la satisfacción de las necesidades e intereses de la sociedad, por encima de intereses particulares ajenos al bienestar de la colectividad. El servidor público no debe permitir que influyan en sus juicios y conducta, intereses que puedan perjudicar o beneficiar a personas o grupos en detrimento del bienestar de la sociedad. El compromiso con el bien común implica que el servidor público esté consciente de que el servicio público es un patrimonio que pertenece a todos los mexicanos y que representa una misión que sólo adquiere legitimidad cuando busca satisfacer las demandas sociales y no cuando se persiguen beneficios individuales. 2. Integridad El servidor público debe actuar con honestidad, atendiendo siempre a la verdad. Conduciéndose de esta manera, el servidor público fomentará la credibilidad de la sociedad en las instituciones públicas y contribuirá a generar una cultura de confianza y de apego a la verdad. 3. Honradez El servidor público no deberá utilizar su cargo público para obtener algún provecho o ventaja personal o a favor de terceros. Tampoco deberá buscar o aceptar compensaciones o prestaciones de cualquier persona u organización que puedan comprometer su desempeño como servidor público. 4. Imparcialidad 15 Septiembre 2013 El servidor público actuará sin conceder preferencias o privilegios indebidos a organización o persona alguna. Su compromiso es tom ar decisiones y ejercer sus funciones de manera objetiva, sin prejuicios personales y sin permitir la influencia indebida de otras personas. 5. Justicia El servidor público debe conducirse invariablemente con apego a las normas jurídicas inherentes a la función que desempeña. Respetar el Estado de Derecho es una responsabilidad que, más que nadie, debe asumir y cumplir el servidor público. Para ello, es su obligación conocer, cumplir y hacer cumplir las disposiciones jurídicas que regulen el ejercicio de sus funciones. 6. Transparencia El servidor público debe permitir y garantizar el acceso a la información gubernamental, sin más límite que el que imponga el interés público y los derechos de privacidad de los particulares establecidos por la ley. La transparencia en el servicio público también implica que el servidor público haga un uso responsable y claro de los recursos públicos, eliminando cualquier discrecionalidad indebida en su aplicación. 7. Rendición de Cuentas Para el servidor público rendir cuentas significa asumir plenamente ante la sociedad, la responsabilidad de desempeñar sus funciones en forma adecuada y sujetarse a la evaluación de la propia sociedad. Ello lo obliga a realizar sus funciones con eficacia y calidad, así como a contar permanentemente con la disposición para desarrollar procesos de mejora continua, de modernización y de optimización de recursos públicos. 8. Entorno Cultural y Ecológico Al realizar sus actividades, el servidor público debe evitar la afectación de nuestro patrimonio cultural y del ecosistema donde vivimos, asumiendo una férrea voluntad de respeto, defensa y preservación de la cultura y del medio ambiente de nuestro país, que se refleje en sus decisiones y actos. Nuestra cultura y el entorno ambiental son nuestro principal legado para las generaciones futuras, por lo que los servidores públicos también tienen la responsabilidad de promover en la sociedad su protección y conservación. 9. Generosidad El servidor público debe conducirse con una actitud sensible y solidaria, de respeto y apoyo hacia la sociedad y los servidores públicos con quienes interactúa. Esta conducta debe ofrecerse con especial atención hacia las personas o grupos sociales que carecen de los elementos suficientes para alcanzar su desarrollo integral, como los adultos en plenitud, los niños, las personas con capacidades especiales, los miembros de nuestras etnias y quienes menos tienen. 16 Septiembre 2013 10. Igualdad El servidor público debe prestar los servicios que se le han encomendado a todos los miembros de la sociedad que tengan derecho a recibirlos, sin importar su sexo, edad, raza, credo, religión o preferencia política. No debe permitir que influyan en su actuación, circunstancias ajenas que propicien el incumplimiento de la responsabilidad que tiene para brindar a quien le corresponde los servicios públicos a su cargo. 11. Respeto El servidor público debe dar a las personas un trato digno, cortés, cordial y tolerante. Está obligado a reconocer y considerar en todo momento los derechos, libertades y cualidades inherentes a la condición humana. 12. Liderazgo El servidor público debe convertirse en un decidido promotor de valores y principios en la sociedad, partiendo de su ejemplo personal al aplicar cabalmente en el desempeño de su cargo público este Código de Ética y el Código de Conducta de la institución pública a la que esté adscrito. El liderazgo también debe asumirlo dentro de la institución pública en que se desempeñe, fomentando aquellas conductas que promuevan una cultura ética y de calidad en el servicio público. El servidor público tiene una responsabilidad especial, ya que a través de su actitud, actuación y desempeño se construye la confianza de los ciudadanos en sus instituciones. V.- OBJETIVOS DEL CECUT Impulsar el desarrollo artístico y cultural en la región a través de la producción y realización de eventos artísticos y culturales, impulso de la formación de públicos, el desarrollo profesional de artistas y creadores y el estímulo a la creación artística. Impulsar la oferta de los bienes y servicios del CECUT a la comunidad e incrementar el acercamiento de los diversos sectores de la comunidad mediante estrategias integrales de difusión, promoción y comercialización. Optimizar los recursos del CECUT garantizando el buen funcionamiento de las actividades sustantivas desarrolladas por cada una de las áreas del Centro, mediante 17 Septiembre 2013 una efectiva y eficiente administración de los recursos humanos, materiales y financieros. FUNCIONES GENERALES POR UNIDAD ADMINISTRATIVA DIRECCIÓN GENERAL Objetivo General: Definir el rumbo del Centro Cultural Tijuana establecimiento de políticas culturales que acrecienten la cobertura y la oferta de bienes y servicios culturales en la región, a fin de desarrollar gestión que asegure un avance democrático en la sociedad por medio artístico y cultural. Funciones: Planear, organizar, programar, dirigir, controlar y evaluar el desarrollo de los programas encomendados a las unidades que integran la Dirección General a su cargo. Fijar políticas y procedimientos sobre la vocación de la entidad y vigilar su estricto cumplimento. Elaborar proyectos sobre la creación, modificación, organización, fusión o desaparición de las unidades administrativas a su cargo. Vigilar la correcta asignación y uso de los recursos necesarios para el desarrollo de las actividades de la Entidad. Evaluar periódica y sistemáticamente los logros obtenidos por cada una de las áreas que conforman la estructura organizacional de la Dirección a su cargo e informar a las instancias correspondientes. a través del equidad en la un modelo de del desarrollo ÓRGANO INTERNO DE CONTROL Objetivo General: Promover el mejoramiento de la gestión del CECUT, efectuando la función de vigilancia, control y fiscalización mediante auditorías y revisiones de control entre otros en la Entidad, acorde a leyes, normas y diversos ordenamientos emitidos por la Secretaría de la Función Pública, Secretaría de Hacienda y Crédito Público y demás instancias. Funciones: Recibir quejas y denuncias por incumplimiento de las obligaciones de los servidores públicos y darles seguimiento; investigar y fincar las responsabilidades a que haya lugar e imponer las sanciones respectivas, en los términos del ordenamiento legal en materia de responsabilidades, con excepción de las que conozca la Dirección General de Responsabilidades y Situación Patrimonial; determinar la suspensión temporal del presunto responsable de su empleo, cargo o comisión, si así conviene a la conducción o 52 Septiembre 2013 continuación de las investigaciones, de acuerdo a lo establecido en el ordenamiento aludido y, en su caso, llevar a cabo las acciones que procedan conforme a la ley de la materia, a fin de estar en condiciones de promover el cobro de las sanciones económicas que se lleguen a imponer a los servidores públicos con motivo de la infracción cometida. Recibir las quejas, sugerencias, reconocimientos y solicitudes sobre los trámites y servicios federales que presente la ciudadanía, turnarlos para su atención a la autoridad competente y darles seguimiento hasta su conclusión, así como recomendar cuando así proceda, la implementación de mejoras en las dependencias, las entidades o la Procuraduría. Calificar los pliegos preventivos de responsabilidades que formulen las dependencias, las entidades y la Procuraduría, así como la Tesorería de la Federación, fincando, cuando proceda, los pliegos de responsabilidades a que haya lugar o, en su defecto, dispensar dichas responsabilidades, en los términos de la Ley del Servicio de Tesorería de la Federación y su Reglamento, salvo los que sean competencia de la Dirección General de Responsabilidades y Situación Patrimonial. Emitir las resoluciones que procedan respecto de los recursos de revocación que interpongan los servidores públicos. Emitir las resoluciones que correspondan respecto de los recursos de revisión que se hagan valer en contra de las resoluciones emitidas por los titulares de las áreas de responsabilidades en los procedimientos de inconformidad, investigaciones de oficio y sanciones a licitantes, proveedores y contratistas previstos en las disposiciones jurídicas en materia de adquisiciones, arrendamientos, servicios, obra pública y servicios relacionados con la misma. Llevar los procedimientos de conciliación previstos en las leyes en materia de adquisiciones, arrendamientos y servicios del sector público y de obra pública y servicios relacionados con la misma, en los casos en que el Secretario así lo determine, sin perjuicio de que los mismos podrán ser atraídos mediante acuerdo del Titular de la Secretaría. Realizar la defensa jurídica de las resoluciones que emitan ante las diversas instancias jurisdiccionales, representando al Secretario, así como expedir las copias certificadas de los documentos que obren en los archivos del órgano interno de control. TITULAR DE EVALUACION Y CONTROL Objetivo General: Realizar las auditorias y revisiones de control que se requieran con el propósito de verificar la eficacia, economía y eficiencia de la entidad, así mismo, vigilar la aplicación oportuna de las medidas correctivas y recomendaciones, por parte de las unidades administrativas responsables, derivadas de las auditorias y revisiones de control. 53 Septiembre 2013 Funciones: Citar al presunto responsable e iniciar e instruir el procedimiento de investigación, a fin de determinar las responsabilidades a que haya lugar e imponer, en su caso, las sanciones aplicables en los términos del ordenamiento legal en materia de responsabilidades y determinar la suspensión temporal del presunto responsable de su empleo, cargo o comisión, si así conviene para la conducción o continuación de las investigaciones, de conformidad con lo previsto en el referido ordenamiento. Llevar los registros de los asuntos de su competencia y expedir las copias certificadas de los documentos que obren en sus archivos Dictar las resoluciones en los recursos de revocación interpuestos por los servidores públicos respecto de la imposición de sanciones administrativas, así como realizar la defensa jurídica de las resoluciones que emitan ante las diversas instancias jurisdiccionales, representando al Secretario. Recibir, instruir y resolver las inconformidades interpuestas por los actos que contravengan las disposiciones jurídicas en materia de adquisiciones, arrendamientos, servicios, obra pública y servicios relacionados con la misma, con excepción de aquéllas que deba conocer la Dirección General de Controversias y Sanciones en Contrataciones Públicas, por acuerdo del Secretario. Iniciar, instruir y resolver el procedimiento de investigaciones de oficio, si así lo considera conveniente por presumir la inobservancia de las disposiciones contenidas en las disposiciones mencionadas en el numeral anterior. SUBDIRECCIÓN DE PROMOCIÓN CULTURAL Objetivo General: Impulsar el desarrollo artístico de la región a través de la producción y realización de eventos artísticos y culturales de calidad, el impulso de la formación de públicos y el desarrollo profesional de artistas y creadores. Funciones: Programar la oferta cultural del Centro Cultural Tijuana conforme a sus objetivos en medios audiovisuales, artes visuales, libro y lectura, artes escénicas y patrimonio cultural para público general, escolar y binacional. Realizar las proyecciones audiovisuales, exposiciones, lecturas, conferencias, producciones editoriales, material didáctico, espectáculos multidisciplinarios, talleres, cursos, concursos, recorridos guiados, presentaciones de libros, danza, teatro y conciertos que conforman la programación del Centro Cultural Tijuana Operar el Cine IMAX, la Sala de Video, el Museo de las Californias y su Sala de Exposiciones Temporales, las Salas de Exposiciones Artísticas, la Sala de Usos Múltiples, 54 Septiembre 2013 la Sala de Lectura, el CECUTi, la Sala de Espectáculos y el Jardín Caracol del Centro Cultural Tijuana. Catalogar la memoria del CECUT, investigar sus tipos de público, documentar programas y generar información. COORDINACIÓN OPERATIVA DE LA SUBDIRECCIÓN DE PROMOCIÓN CULTURAL Objetivo General: Calendarizar, presupuestar y gestionar requerimientos financieros, materiales y servicios para los eventos y festivales culturales que recaen en la subdirección de promoción cultural. Funciones: Conocer la oferta cultural existente para la toma de decisiones de actividades. Atender al artista, grupo o expositor(a) que participa en el evento. Planeación y operación de las producciones de artes escénicas. Recopilar mes con mes la información de las Gerencias, respecto de las actividades a realizar en el CECUT y presentar a la Subdirección, una vez revisada y corregida turnar a la Coordinación de Comunicación y Diseño para los efectos a que haya lugar. Dar seguimiento ante la Gerencia de Recursos Financieros, de los pagos solicitados por concepto de bienes y servicios. Enlace y apoyo de la Subdirección con las áreas de Museografía y Conservación, en las tareas asignadas. Generar las órdenes de servicio para reparación y mantenimiento de las salas de exposiciones e instalaciones y seguimiento para el cumplimiento de estas. Presentar a la Subdirección y generar las solicitudes al departamento de compras de los materiales para montaje y mantenimiento de instalaciones y obras en exhibición. Seguimiento ante los diversos proveedores de bienes y servicios, solicitados para su debido cumplimiento. Realizar recorridos permanentes en las diversas Salas de Exposiciones para observar el buen funcionamiento de estas, y cuando se amerite reportar la falla o incidente al área correspondiente para su atención inmediata. 55 Septiembre 2013 SUBDIRECCIÓN DE DIFUSIÓN Y RELACIONES PÚBLICAS Objetivo General: Impulsar la difusión, comercialización y registro de la oferta del CECUT, así como sus relaciones públicas interinstitucionales e incrementar el acercamiento de los diversos sectores de la comunidad al Centro. Funciones: Implementar estrategias de difusión, promoción y comercialización de los bienes y servicios que ofrece el Centro. Promover la asistencia del público infantil, juvenil y universitario del sector educativo estatal; así como del público en general. Medir y evaluar la calidad de los servicios, la atención que recibe el visitante e implementar estrategias de mejora. Implantar las estrategias integrales de comunicación. Fortalecer la relación con los medios masivos de comunicación. Impulsar la participación de la sociedad en el financiamiento de los proyectos culturales. Implementar las acciones que en materia de publicidad establece el Comité de Publicidad. SUBDIRECCIÓN DE EXPOSICIONES Objetivo General: Programar, organizar y realizar actividades de promoción de las artes visuales, mediante la aplicación del proceso administrativo para ofrecer servicios de calidad y que sean del interés del público en general. Funciones: Evaluar la memoria estadística de las actividades realizadas de ejercicios fiscales anteriores. Evaluar un inventario de la oferta (exposiciones, conferencias, cursos, talleres, mesas de trabajo, presentación de catálogos, etc.) en términos de calidad y requerimientos técnicos, financieros, materiales y de servicios. Planear el calendario anual programático y presupuestal de actividades culturales con requerimientos materiales y de servicios. Presentar al Comité Curatorial el calendario anual propuesto. Evaluar y reportar el resultado de los eventos programadas. 56 Septiembre 2013 Coordinar la investigación especializada y diseño curricular para la elaboración de material didáctico para formación del público. Gestionar los requerimientos financieros, materiales, técnicos y de servicios para la recepción, pruebas, montajes, traslados, desmontajes, envíos necesarios, así como para la realización de talleres, conferencias y cursos. SUBDIRECCIÓN DE ADMINISTRACIÓN Objetivo General: Optimizar el aprovechamiento de los recursos humanos, materiales, financieros, de informática y servicios generales. Funciones: Vigilar la correcta aplicación de mecanismos para proveer de los recursos humanos a las diferentes áreas. Vigilar la correcta aplicación de mecanismos de control que garanticen una operación confiable y una administración eficaz de los recursos financieros. Vigilar la correcta aplicación de mecanismos de control para proveer de los bienes y servicios a cada una de las áreas del Centro. Vigilar la correcta aplicación de mecanismos de control para proveer a cada una de las áreas de los servicios generales. Vigilar el correcto uso del equipo de software y hardware en la Entidad. SUBDIRECCIÓN TÉCNICA Objetivo General: Coordinar la planeación y logística de nuevos proyectos de la Dirección General. Funciones: Apoyar al Director del CECUT en el desarrollo de nuevos proyectos. Apoyar en las Gestiones de la Dirección General del CECUT, ante diferentes instancias. Coordinar la planeación y logística de los nuevos proyectos de la Dirección General. Auxiliar a la Dirección General en la planeación de eventos especiales con organismos no gubernamentales, agrupaciones sociales, instancias públicas ó eventos internos. Coordinar la planeación y elaboración del calendario anual programático. Coordinar las actividades del área de Evaluación y Seguimiento. Supervisar las actividades relacionadas con la Unidad de Enlace ante el IFAI. 57 Septiembre 2013 Coordinar y supervisar la integración de informes ejecutivos de la dirección general. Coordinar y supervisar las actividades del Archivo Histórico Institucional. Organizar y coordinar el Programa Economía y Cultura. Y demás actividades que le sean encomendadas. COORDINACIÓN DE EVALUACIÓN Y SEGUIMIENTO Objetivo General: Realizar evaluaciones periódicas sobre la gestión institucional para asegurar el cumplimiento de metas y objetivos; así como planear, diseñar e implementar proyectos de evaluación y seguimiento diversos que permitan tener un funcionamiento más eficiente al interior del Centro, creando procesos más eficaces. Funciones: Planear, diseñar, coordinar y ejecutar proyectos diversos de evaluación y seguimiento al interior de la entidad. Coordinar acciones de planeación estratégica. Realizar evaluaciones periódicas de la gestión institucional a fin de asegurar el cumplimiento de programas, metas y objetivos a través del seguimiento a indicadores estratégicos y de desempeño. Realizar una evaluación trimestral para ser presentada ante el Órgano de Gobierno del CECUT. Supervisar que se cumpla en tiempo y forma con los reportes requeridos por las diversas instancias de gobierno que vigilan el actuar del CECUT. Supervisar que se mantengan actualizados los sistemas de información establecidos por las diversas instancias de gobierno. Concertar la estructura programática anual del CECUT. Representar a la Dirección General ante instancias que soliciten información relacionada con las actividades de esta Coordinación. Realizar informes y presentaciones diversas para la Dirección General. Fungir como Titular de la Unidad de Enlace coordinando las acciones necesarias para cumplir con la Ley Federal de Transparencia y Acceso a la Información Pública Gubernamental. Establecer mecanismos de coordinación con el Órgano Interno de Control para el seguimiento de actividades encaminadas al mejoramiento de los procesos del CECUT. 58 Septiembre 2013 COORDINACIÓN DE EVENTOS ESPECIALES Objetivo General: Coordinar, manejar y fortalecer las relaciones públicas del CECUT con autoridades de diversos niveles de gobierno, Instituciones Culturales y Educativas, organismos, empresas, cámaras, etc. buscando fortalecer los programas culturales y artísticos del Centro mediante convenios de colaboración entre ambos. Funciones: Auxiliar en la logística y protocolo de inauguraciones de eventos a realizar por el CECUT. Auxiliar en las Gestiones para los servicios de hospedaje, alimentación y transportación de conferencistas, artistas, creadores participantes y personal del CECUT. Auxiliar en la recepción, planeación, logística y atención a visitantes distinguidos durante su estancia en la ciudad ó durante su visita al CECUT. Auxiliar en la Agenda y recorridos guiados a visitantes distinguidos. Auxiliar en la integrar el archivo hemerográfico anual. Auxiliar a la Dirección General en la planeación de eventos especiales con organismos no gubernamentales, agrupaciones sociales, instancias públicas ó eventos internos. Auxiliar en la integración de la agenda general de actividades que se realizarán en las diferentes áreas del Centro y distribuir semanalmente la programación general. Auxiliar en la planeación y elaboración del calendario anual programático y presupuestal de la Gerencia. GERENCIA DE COLECCIONES, REGISTRO Y CONSERVACIÓN Objetivo General: Fomentar el acceso de la comunidad a bienes y servicios culturales con el propósito de fortalecer la identidad nacional y regional y el conocimiento del devenir histórico peninsular en sus especificidades e interrelaciones con la vida nacional. Funciones: Programar y realizar actividades de promoción del patrimonio cultural de la región y del país. Operar el Museo de las Californias, su Sala de Exposiciones Temporales y el Jardín Caracol. Elaborar el calendario programático y presupuestal de las actividades culturales y de los requerimientos materiales y de servicios de los espacios a cargo de la Gerencia. Elaborar el inventario de los bienes culturales en custodia del CECUT para asegurar su conservación o rehabilitación. 59 Septiembre 2013 Realizar actividades de profesionalización dirigidas a profesionistas, estudiantes o interesados en historia, museología, antropología, o arqueología. Programar exposiciones temporales de historia, antropología y arqueología y promover el enriquecimiento permanente del acervo del Museo de las Californias. GERENCIA DE EXPOSICIONES Objetivo General: Difundir y programar exposiciones y muestras de artes visuales que acerquen a la comunidad al disfrute y conocimiento de este tipo de manifestaciones artísticas y a la vez promuevan la obra de los artistas y creadores de estas disciplinas. Funciones: Producir y/o gestionar exposiciones y proyectos que fortalezcan las artes visuales en la región, buscando que su contenido sea de interés general y especializado. Con este tipo de exposiciones se busca atraer el interés de un público general y especializado, así como propiciar la formación de nuevos públicos. Asegurar la paridad en la selección de proyectos de artes visuales, a través de un comité curatorial integrado por especialistas en la materia. Brindar herramientas de profesionalización a los creadores de la región, invitando a profesionales a residencias, cursos y talleres orientados a satisfacer las necesidades de formación de los artistas. Promover y difundir el trabajo de los creadores de Baja California en el área de artes visuales, impulsando itinerancias de exposiciones y propiciando el interés de espacios de exhibición del país y del extranjero en el trabajo de artistas locales, además de brindar apoyo para traslados de obra y/o embalajes y para viajes de estudio. Producir catálogos, discos compactos y páginas Web. Incentivar la formación de público para las artes visuales a través de la realización de conferencias y pláticas de artistas, elaboración de material didáctico, de divulgación y visitas guiadas, en busca de formar un público que encuentre valor a las diversas manifestaciones artísticas del país y de la región con una lectura internacional, teniendo como referencia lo local, regional y global. Fortalecer la labor de promoción escolar. GERENCIA DE INVESTIGACIÓN Y DOCUMENTACIÓN DE LAS ARTES Objetivo General: Catalogar y conservar la memoria institucional, apoyar el desarrollo de proyectos de investigación, realizar programas de documentación y operar el Programa de Apoyo a la Promoción Artística y Cultural del CECUT, implantando lineamientos de documentación, generando información, difundiéndola y propiciando su utilización para el personal de mando y consulta pública. 60 Septiembre 2013 Funciones: Implantar el programa anual de acopio, registro y clasificación de documentos para integrar la memoria histórica del CECUT. Operar el Programa de Apoyo a la Promoción Artística y Cultural del CECUT (APROMAC), para alcanzar sus objetivos, garantizar la transparencia de la información e impulsar la rendición de cuentas. Desarrollar el programa de documentación de los estímulos a la creación que se reciben en el CECUT, para contribuir a su difusión y proporcionar servicio de información al gremio artístico y los estudiosos de las artes. Diseñar, desarrollar y actualizar el archivo documental y gráfico sobre artistas, creadores e infraestructura cultural en Baja California, para contar con y suministrar información oportuna y actualizada. Integrar el compendio anual de impresos sobre actividades realizadas por el CECUT, para mantener actualizado el archivo de impresos de la memoria institucional, para su consulta. Asesorar y apoyar el desarrollo de proyectos de investigación, así como la realización de documentos y publicaciones sobre el CECUT, para contribuir a divulgar la realidad de la gestión institucional. Elaborar banco de datos de publicaciones en prensa sobre el CECUT, para estimular en los diversos sectores de la comunidad el conocimiento sobre la actividad que desarrolla el CECUT. Apoyar en la elaboración y presentación de proyectos relacionados con la función sustantiva del CECUT, con la finalidad de asegurar la entrega oportuna de propuestas e incrementar las posibilidades de su realización. Elaborar el calendario anual programático y presupuestal de la gerencia, con el fin de optimizar sus recursos humanos, materiales, financieros, y facilitar el cumplimiento de sus objetivos. Coordinar las funciones de organización de archivos en la Entidad. Funciones: Atender el espacio de la Sala de Lectura y facilitar sus servicios al público en general. Planear, coordinar y realizar actividades de fomento a la lectura, mediante la organización de eventos como presentaciones de libros, y actividades como los talleres, que incidan en la formación de lectores y en la promoción de la lectura y la cultura en general. Gestión y promoción de las convocatorias literarias: Premio Literario Nacional en el Género de Ensayo "Abigael Bohórquez", Premio Binacional de Novela Joven "Frontera de Palabras/ Border of Words" y la Convocatoria para las Colecciones Editoriales que difunde anualmente el CECUT a los públicos interesados. Dar seguimiento a la reproducción de los libros de las distintas colecciones editoriales con las que cuenta el CECUT. Dar seguimiento a todos los trámites administrativos que se deriven de las actividades antes mencionadas. GERENCIA DE MEDIOS AUDIOVISUALES Objetivo General: Acercar a la comunidad al disfrute y conocimiento de bienes y servicios de calidad en el campo de los medios audiovisuales y la ciencia. Funciones: Ofrecer a la comunidad una variedad de productos audiovisuales tales como ciclos de cine, proyecciones didácticas en video y películas IMAX de calidad. Operar y coordinar las actividades del Cine IMAX y la Sala de Video. Realizar actividades de profesionalización de los artistas y creadores que desarrollan trabajos a través de la expresión audiovisual. Programar material de divulgación cultural en los distintos espacios a cargo de la Gerencia. Llevar a cabo las actividades de mantenimiento de los espacios a su cargo. 62 Septiembre 2013 GERENCIA DE PROMOCIÓN DE ESPECTÁCULOS Objetivo General: Realizar proyectos para las artes escénicas que impulsen, desarrollen y fortalezcan las diversas corrientes y estilos artísticos en beneficio de creadores y público. Trabajar en la permanencia de encuentros, foros, festivales, concursos y presentaciones de calidad en los espacios del CECUT. Funciones: Difundir las artes escénicas en todas sus expresiones. Propiciar el desarrollo de los creadores a través de talleres, conferencias y presentaciones. Operar la Sala de Espectáculos. Impulsar la realización de encuentros, festivales y muestras de artes escénicas. Contratar espectáculos individuales o de grupo para su presentación dentro de los diversos programas del CECUT. Planear la estructuración del calendario de presentaciones artísticas. Recibir proyectos artísticos de creadores o empresarios para su consideración dentro de la programación del CECUT. Elaborar contratos para la renta de los espacios a su cargo. COORDINACIÓN DE PUEBLOS Y CULTURAS INDIGENAS Objetivo General: Coordinar programa de la presencia de pueblos y culturas indígenas. Funciones: Organizar y dirigir el programa de presencia de culturas indígenas de diferentes estados de la República Mexicana. GERENCIA DE COMUNICACIÓN Objetivo General: Implantar estrategias integrales de comunicación para difundir la oferta del centro y fortalecer su relación con los medios masivos de comunicación. Funciones: 63 Septiembre 2013 Analizar los resultados de los estudios de mercado, sondeos y mercadeo. Conocer las preferencias de nuestro público potencial y optimizar las pautas de medios para la difusión de los eventos. Producir los instrumentos de comunicación para la difusión de los eventos y mantener informados a los medios de comunicación, así como al público potencial. Establecer comunicación con representantes de los medios masivos de comunicación, asegurando una correcta cobertura de los eventos del Centro. Fungir como vocero de la Entidad ante los medios de comunicación, respondiendo a sus solicitudes de información sobre la oferta cultural del Centro. Implantar las estrategias de comunicación institucional, divulgar las acciones culturales del Centro y su vinculación con el Programa Nacional de Cultura. Conocer la opinión de la prensa local, regional y nacional sobre la gestión del Centro, analizando la opinión y crítica de los medios de comunicación sobre la oferta cultural, que aporten elementos a las diversas áreas para la toma de decisiones. Realizar un monitoreo continuo de los medios de comunicación, para dar seguimiento al cumplimiento de nuestras pautas publicitarias. Implantar las políticas de comunicación institucional, para asegurar la correcta aplicación de las mismas. Elaborar reportes de avance de control presupuestal para difusión, dando seguimiento al ejercicio anual. Operar la marquesina electrónica, para difundir la oferta del centro y cumplir con los compromisos de comercialización de la misma. GERENCIA DE PROMOCIÓN ESCOLAR Objetivo General: Promover la asistencia del público escolar, infantil y juvenil al Centro, a través de la oferta de servicios que éste ofrece, vinculada a los programas del sector educativo. Funciones: Elaborar la logística de atención a grupos escolares, a fin de garantizar la correcta atención a este público. Revisar la currícula de los diversos niveles educativos con el propósito de establecer criterios y necesidades para la promoción escolar. 64 Septiembre 2013 Concertar la planeación de eventos y elaborar un programa de promoción escolar vinculado con el programa del sector educativo. Publicar y difundir un programa semestral de promoción escolar. Promover la asistencia de las instituciones educativas a los eventos del CECUT. Diseñar estrategias de promoción directa para ampliar nuestra cobertura en el sector educativo. Realizar promoción en los diversos niveles educativos, a fin de proporcionar equidad e igualdad de oportunidades. Ejecutar el programa de mercadeo y comercializar el programa de promoción escolar. Participar en el diseño y realización de actividades dirigidas al público infantil y juvenil, para promover los servicios culturales que ofrece el Centro. GERENCIA DE RELACIONES PÚBLICAS Objetivo General: Asistir a la Dirección General, supervisar el protocolo y la atención a visitantes e invitados del Centro. Funciones: Coordinar la logística y el protocolo de las inauguraciones. Gestionar los servicios de hospedaje, alimentación y transportación de personal del Centro, conferencistas, artistas y creadores participantes. Coordinar la agenda y proporcionar recorridos guiados a invitados de la Dirección General. Integrar el archivo hemerográfico anual. Auxiliar a la Dirección General en la planeación de eventos especiales de organismos no gubernamentales, agrupaciones sociales e instancias públicas, coordinando la logística. Integrar la agenda general de actividades que se realizarán en las diferentes áreas del Centro. GERENCIA DE DIFUSIÓN Y COMERCIALIZACIÓN Objetivo General: Implementar estrategias de difusión y comercialización de los eventos y servicios del Centro para incrementar la afluencia de visitantes. 65 Septiembre 2013 Funciones: Establecer rutas de distribución de impresos institucionales en sector público, privado y organizaciones sociales. Garantizar la cobertura idónea de difusión para la oferta de la Entidad. Integrar directorios de públicos potenciales para implementar las estrategias de difusión de la oferta a sectores empresariales, turísticos y sociales. Cubrir los diversos nichos de mercado. Definir los artículos y materiales promociónales a comercializar con la finalidad de difundir algunos eventos e incrementar los ingresos. Establecer las promociones institucionales de los eventos del Centro y ofrecer al público alternativas de acceso a la oferta cultural. Ejecutar el programa de mercadeo para atender a un sector más amplio de nuestros clientes. Distribuir y comercializar la colección editorial en librerías locales y nacionales, así como promoverla en ferias de libros para lograr su posicionamiento. Integrar directorios de visitantes e incrementar nuestra cobertura de mercado. GERENCIA DE RECURSOS MATERIALES Objetivo General: Optimizar los recursos de la entidad, suministrando oportunamente bienes y servicios a cada una de las áreas. Funciones: Proveer oportunamente los bienes y servicios necesarios para el cumplimiento de los objetivos del Centro al mejor precio y calidad. Elaborar políticas y formatos de control que permitan una mayor eficiencia administrativa. Aplicar mecanismos de control para la custodia y control de los bienes propiedad de la Entidad. Implementar mecanismos de control de mercancías y materiales de la Entidad. Elaborar y presentar informes en materia de adquisiciones ante las diferentes instancias. Coordinar las acciones en materia de comités conformados en la Entidad para asegurar la transparencia en la toma de decisiones. 66 Septiembre 2013 GERENCIA DE RECURSOS HUMANOS Objetivo General: Administrar los Recursos Humanos del Centro mediante la aplicación de la normatividad vigente, brindando las herramientas requeridas para su desarrollo personal y laboral. Funciones: Administrar las relaciones obrero-patronales de la Entidad. Diseñar y Ejecutar Programas de Capacitación y Desarrollo de personal. Impulsar procesos de evaluación del desempeño del personal. Fomentar las relaciones humanas del personal de la entidad, aplicando técnicas y/o procedimientos para el análisis de clima laboral. GERENCIA DE RECURSOS FINANCIEROS Objetivo General: Asignar y controlar los recursos económicos destinados a los departamentos para el desarrollo de sus actividades, así como informar a la Administración y a la Dirección General sobre la situación contable y presupuestal. Funciones: Formular estados financieros mensuales para informar a la Dirección General e instancias gubernamentales del estado que guarda la Entidad. Formular el informe presupuestal en forma mensual para informar a la Dirección General y a la Contraloría Interna, a fin de facilitar la toma de decisiones correspondiente. Atender las obligaciones fiscales, según lo determinen las Leyes Federales, Estatales y Municipales para los contribuyentes. Atender diversos informes para las diferentes instancias en materia financiera presupuestal. GERENCIA DE INFORMÁTICA Objetivo General: Proveer y administrar los servicios informáticos mediante el análisis, diseño e implementación de herramientas y mecanismos que permitan ejercer una óptima funcionalidad de los bienes informáticos con la finalidad de contribuir al buen funcionamiento de las áreas del Centro Cultural. Funciones: 67 Septiembre 2013 Dotar a las áreas del CECUT de elementos técnicos para el correcto uso del equipo de cómputo. Implementar procesos de automatización de las áreas del CECUT para la simplificación de los procesos administrativos. Implementar programas para el adecuado mantenimiento preventivo y correctivo del equipo. Administrar la red institucional. Administrar el dominio del Centro, así como sus cuentas de Internet. Desarrollar proyectos relacionados con la información. Supervisar al personal a su cargo para el desarrollo efectivo de las funciones de esta área. GERENCIA DE SERVICIOS GENERALES Objetivo General: Implementar y dirigir acciones de mantenimiento y seguridad que permitan el óptimo funcionamiento y orden del inmueble, mediante la implementación de programas específicos de mantenimiento preventivo y correctivo así como de seguridad. Funciones: Elaborar programa anual de mantenimiento preventivo y correctivo en maquinaria, equipo y sus costos. Desarrollar las acciones necesarias para mantener y mejorar las condiciones arquitectónicas del inmueble. Administrar los servicios básicos para su mejor aprovechamiento (agua, teléfono y energía eléctrica). Apoyar a las diferentes áreas en la logística y servicios generales Centro, para la realización de eventos artísticos y culturales. que integren el Planear y dar seguimiento a acciones necesarias tendientes a mejorar y dar mantenimiento a las instalaciones del Centro para el mejor funcionamiento del mismo. Supervisar se lleven al día las bitácoras de mantenimiento de maquinaria y equipo. Coordinar y supervisar al personal a su cargo para el desarrollo eficiente de las funciones de la Gerencia. 68 Septiembre 2013 Coordinar la operación de la Comisión de Seguridad e Higiene, según los lineamientos que la ley establece. GERENCIA DE PRODUCCIÓN ESCÉNICA Objetivo General: Fomentar las producciones escénicas con miras a la profesionalización de los creadores y sus puestas en escena, e incidir a su vez en una formación de públicos. Funciones: Coordinar actividades a favorecer el desarrollo de las artes escénicas en la región a través de un proyecto formativo, de profesionalización en el quehacer escénico así como el fortalecimiento de los públicos, a partir de la producción y desarrollo de actividades didácticas. Elaboración de convocatorias encaminadas para la selección de las mejores opciones en elencos y creativos para las producciones escénicas, así como para la programación de festivales escénicos que organiza el CECUT. Coordinación con las diversas gerencias del CECUT y la comunidad teatral, dancística y de ópera para conformar la programación de la oferta en artes escénicas para promoción escolar, festivales y la realización de producciones. Articular las diversas posibilidades de aprendizaje a partir de la visita de maestros visitantes que coadyuven a la profesionalización del quehacer escénico en la región. Mantener contacto con la comunidad de creadores en artes escénicas para considerar sus inquietudes y retroalimentar los programas de acción de esta disciplina. Coordinar la planeación y la logística operativa del Encuentro del Teatro, Muestra Internacional de Danza/Tijuana. Cuerpos en Tránsito que se celebra anualmente. COORDINACIÓN OPERATIVA DE LA SUBDIR. DE ADMINISTRACIÓN Objetivo General: Apoyar en las diferentes actividades de la Subdirección Administrativa acorde a sus instrucciones. Funciones: La planificación y producción en colaboración con los responsables de Exposiciones y Colecciones, Conservación y Registro de un programa de exposiciones que cumpla los objetivos de exposición del CECUT. Establecimiento de directrices de diseño y comunicación. La explotación de la colección y el desarrollo del programa de gestión. Diseño y ejecución de un programa de investigación sobre la colección. Planificación y ejecución de los componentes interactivos y audiovisuales de las exposiciones y de la programación en general. La producción y presupuestación de las exposiciones, incluyendo propuestas distintas, costos de diseño, construcción, calendario, mantenimiento, y reparaciones. La circulación de las exposiciones itinerantes y la consecución de los objetivos económicos derivados de las mismas. COORDINACIÓN OPERATIVA DE EXPOSICIONES Objetivo General: Realizar la planeación general. Elaboración de los planes de trabajo de acuerdo a la misión y visión y los lineamientos de la Subdirección de Exposiciones y la Dirección General. Funciones: Asistencia en el desarrollo e implementación de exposiciones específicas del cubo, siendo la persona de referencia entre curadores, artistas, galerías y organismo interno del CECUT. Asistir en la administración de las exposiciones incluyendo organización de información, base de datos d la exposición correspondiente. Definir los contenidos de las carpetas de acuerdo a criterios de seguridad en el acceso de información sobre el museo y las exposiciones de El Cubo. 71 Septiembre 2013 Elaborar informes y reportes de actividades (trimestrales, semestrales y anuales). Elaborar el calendario programático y presupuestario. Identificar, proponer y/o dar seguimiento a las propuestas de exposiciones y eventos. Establecer comunicación con las entidades responsables de las exposiciones itinerantes. Fomentar la retroalimentación constante con el equipo de trabajo para detectar omisiones en los flujos de procedimientos preestablecidos y autorizados. COORDINACIÓN DE PUBLICIDAD Y DISEÑO Objetivo General: Coordinar el equipo de diseño para la realización de los gráficos. Funciones: Planear y elaborar el calendario anual programático y presupuestal de la Gerencia. Analizar los resultados de los estudios de mercado y sondeos y someter sugerencias al Comité de Revisión de Propuestas de Compra de Publicidad en Medios para la difusión de eventos.
